Mr. Gesinger has over 30 years experience consulting with telecommunications companies. His major areas of expertise are costing policies and procedures, strategic planning, regulatory policy, and wireless telecommunications.
 

Relevant Experience

Strategic Planning:

Directed engagement for major lending institution to analyze the future of small rural telephone companies and assist the institution to evaluate its lending policies.

Directed several engagements to assist independent telephone companies to develop or revise their strategic plans. This included leading facilitated sessions, as well as assisting with the development of business cases.
 

Wireless:

Assisted independent telephone companies to determine the feasibility of applying for cellular licenses. Worked with several clients who eventually procured MSA or RSA licenses.

Directed project to develop a business plan for an independent telephone company that wanted to become the managing partner of a multiple RSA consortium.

Assisted an independent telephone company to develop business plan, including financial modeling, for its entry into a single RSA market.
Assisted several independent telephone companies to determine the feasibility of entering the PCS business, including determination of capital requirements, projection of operating and construction costs, and modeling of cash flow and possible bid prices for spectrum.
Directed a benchmark study of operating costs for several RSAs and MSAs. The final product was The Cellular Partnership Manual that was produced for The Cellular Management Group.
 

Cost Allocation:

Over 29 years' experience preparing, reviewing and supervising toll separations studies for numerous telephone companies.

Assisted a large independent telephone company to file its initial traffic sensitive access tariff.

Directed several engagements for a Regional Bell Operating Company that included documentation of interstate access charge filings submitted to the FCC, and intrastate access charges to be filed in five states.

Directed project to develop and implement a large-scale financial model designed to estimate the effect of the proposed FCC Uniform System of Accounts rewrite on jurisdictional revenue requirements and financial reporting for telephone companies.

Directed engagement for the seven Regional Bell Operating Companies to review their separations and access cost allocator for conformance with FCC rules.

Directed project to develop a microcomputer-based system to perform jurisdictional separations and access charge revenue requirement calculations.

Directed engagement to write comprehensive text on separations and access for the USTA. Wrote sections of the USTA Telephone Cost Separations text and served as an instructor for USTA's Toll Separations Study Seminar.

Directed several engagements for a Regional Bell Operating Company to assist the company to develop a minicomputer-based separations and access charge allocation system.

Conducted workshops on separations and access charges for telephone industry groups.

Submitted testimony in United States vs. AT&T (Civil Action No. 74-1648, the AT&T Antitrust Trial) on the impact on local ratepayers of modified cost separations procedures.
 

Other Consulting Projects:

Assisted several telephone companies in evaluating potential acquisitions of other telephone companies and in successfully concluding such acquisitions.

Reviewed depreciation rates and practices of several independent telephone companies and assisted companies in revising depreciation rates and securing commission approval for proposed new rates. Attended the Western Michigan University Depreciation Programs.

Directed engagement to assist major (top 20) independent telephone company to develop cost of service study to support intrastate rate case filing before PUC.

Directed projects to assist local exchange carriers to respond to show cause orders by PUCs regarding excess earnings.

Assisted independent telephone companies to determine the feasibility of providing additional telecommunications services including PCS, cellular and CATV.

Directed project to assist a foreign telecommunications company to develop cost allocations procedures, as mandated by the public utility commission, and to develop its initial separated revenue requirement.

Assisted an international telecommunications service provider to determine the value of its technical assets as required by the public utility commission.

Provided general consulting for utilities, including preparation of quarterly and annual financial reports, annual budgets, and development of cost accounting systems.

Participated in two Illinois extended area service cases with responsibility for preparing studies, and drafting and reviewing testimony and exhibits.

Conducted audits for telephone, water and power utilities.
 

Industry Involvement:

American Institute of Certified Public Accountants (AICPA) representative to the Telecommunications Industry Advisory Group (TIAG) which recommended revisions to the FCC Uniform System of Accounts for telecommunications companies.
